Why should developers make an effort to implement security tools into the development process?

Plain and simple: If you don't, you might as well put out the welcome mat to all hackers. More and more organizations are implementing attack and testing tools, which means attackers' options are limited to those who don't.

There are hundreds of tools available that can be used to help protect the environment and applications from attack -- more are being developed and distributed every day. These tools, many of which are free, run through the development environment and flag potential vulnerabilities.
